Funny or not?
Whether we find a joke funny or not largely depends on where we have been brought up. The sense of humor is mysteriously bound up with national characteristics. A Frenchman, for instance, might find it hard to laugh at a Russian joke. In the same way, a Russian might fail to see anything amusing in a joke which would make an Englishman laugh to tears.
Most funny stories are based on comic situations. In spite of national differences, certain funny situations have a universal appeal. No matter where you live, you would find it difficult not to laugh at, say, Charlie Chaplin's early films. However, a new type of humor, which stems largely from the U.S., has recently come into fashion. It is called “sick humor”. Comedians base their jokes on tragic situation like violent death or serious accidents. Many people find this sort of joke distasteful. The following example of “sick humor” will enable you to judge for yourself.
A man who had broken his right leg was taken to hospital a few weeks before Christmas. From the moment he arrived there, he kept on pestering his doctor to tell him when he would be able to go home. He dreaded having to spend Christmas in hospital. Though the doctor did his best, the patient's recovery was slow. On Christmas Day, the man still had his right leg in plaster. He spent a miserable day in bed thinking of all the fun he was missing. The following day, however, the doctor consoled him by telling him that his chances of being able to leave hospital in time for New Year celebrations were good. The man took heart and, sure enough, on New Years’ Eve he was able to hobble along to a party. To compensate for his unpleasant experiences in hospital, the man drank a little more than was good for him. In the process, he enjoyed himself thoroughly and kept telling everybody how much he hated hospitals. He was still mumbling something about hospitals at the end of the party when he slipped on a piece of ice and broke his left leg.

Reading Comprehension
Read the following passage and choose the best answer to each of the following questions.
While still in its early stages, welfare reform has already been judged a great success in many states—at least in getting people off welfare. It’s estimated that more than 2 million people have left the rolls since 1994.
In the past four years, welfare rolls in Athens Country have been cut in half. But 70 percent of the people who left in the past two years took jobs that paid less than $6 an hour. The result: The Athens County poverty rate still remains at more than 30 percent—twice the national average.
For advocates(代言人)for the poor, that’s an indication much more needs to be done.
“More people are getting jobs, but it’s not making their lives any better,” says Kathy Lairn, a policy analyst at the Center on Budget and Policy Priorities in Washington.
A center analysis of US Census data nationwide found that a greater percentage of single, female-headed households were earning money on their own, but that average income for these households actually went down.
But for many, the fact that poor people are able to support themselves almost as well without government aid as they did with it is in itself a huge victory.
“Welfare was a poison. It was a toxin(毒素)that was poisoning the family,” says Robert Rector, a welfare-reform policy analyst. “The reform in changing the moral climate in low-income communities. It’s beginning to rebuild the work ethic(道德观), which is much more important.”
Mr. Rector and others argued that once “the habit of dependency is cracked,” then the country can make other policy changes aimed at improving living standards.
